Whetstone Housing Project: Utilities Extension

The Town of Crested Butte is considering a request to extend water and wastewater utilities to serve the Whetstone Housing Project, 231 unit community housing project 2.5 miles south of Crested Butte (shown in yellow on the map below), which has an approved sketch plan by Gunnison County. The Town’s current Municipal Code requires the Whetstone Community Housing project to be annexed by the Town if municipal utilities were to be extended to the proposed development. If the Town chooses to extend utilities, it could negotiate with Gunnison County to annex the project, or it could consider amending the Town Code to extend utilities without annexing. Annexing the property would mean the project would be a part of the Town of Crested Butte municipal boundary, including that residents would be voting members of the Town, and it would likely be served by Town Services, such as police, snow plowing, parks, etc.

The Town is conducting community outreach, combined with a fiscal study and technical engineering study, to evaluate the potential financial and physical impacts of extending utilities 2.5 miles from Crested Butte to this project. The Town and Gunnison County are currently conducting the engineering analysis regarding the potential utility extension, as well as jointly funding a fiscal study to understand the financial impacts of potential annexation to the Town.
